The project idea was born starting from the joined evaluation of problems previously pointed out by the organizing partners of BIOL exhibition (since 1996, the 13th edition of BIOL has taken place with the participation of 305 oil producers/farmers/ participants) and from the need of structuring a permanent network of current collaborations.
Partners are represented by the official organizers of BIOL exhibition. (1 planning idea defined, 1 partnership established).

The project planning organized three meetings with partners (BIOL exhibition, 23-26 April 2008, Monopoli, IT) to share activities and results, and to define roles and the budget according to the activities carried out and the relative experiences acquired. A common strategy was developed to strengthen the competitiveness of the Mediterranean organic olive-growing activities. The last meeting with project partners took place on 29th September in order to share the final version of the application form (4 meetings were held, 1 common strategy developed)

Organization of 5 BIOLMED exhibitions (Spain,
Greece, Apulia, Croatia, Malta). Producers will be selected according to the common rules of the BIOL Prize. A team of experts will compare the selected oils by judging their quality and therefore awarding the prize (prizes: Biol, Biolpack, Biolblended, Biolkids). On the occasion of the exhibition, a few meetings will be organized (2 days/BIOL Prize, appointment of a panel group of 10-12 experts, 2 meetings to spread the selected technological innovations). Oils participating in the BIOL exhibition will be characterized through Nuclear Magnetic Resonance (NMR) in order to create a database of “Mediterranean Organic Oils”.

Four publications will be edited (1000 copies/publication) in English and each Partner will ensure the translation in its mother tongue in order to reach the highest possible number of stakeholders.
Publications will concern: a) quality manual for the organic oil production chain; b) catalogue on the technological innovations of the organic oil production chain; c) Guidelines for the development of local markets on the basis of the models of GPO and FMs; d) 1 guide/catalogue describing the organic oils taking part in the BIOLMED exhibition.

MCU is responsible for this phase. The PM develops and implements the working plan and verifies the technical, financial and time adequacy of the obtained results with respect to the ones envisaged by the project. FM can support PM. To ensure the positive outcome of the project, a SC and an External Auditor have been appointed. As for the administrative management of the project, biannual reports have been foreseen and partners will be asked to send their reports within 30 days after each semester and their expenditure notes within 60 days. The progress reports will be sent to JTS within 90 days from the end of the activity semester (4 progress reports prepared).

The Steering Committee composition is based on the responsibility for envisaged activities and on the territorial representation: 1 member per partner responsible for the activities and being a reference for the country he/she belongs to (tot: 6), and one President (who will be an international expert, independent from partner organizations). Also PM will be invited. SC will be summoned twice per year (5 meetings held), but a further meeting could be organized, if need be. Results of the previous semester will be checked and reorganized if necessary. Tasks: assessment of results and evaluation of the working plan with respect to its territorial and transnational effects (5 internal reports).

This phase schedules the arrangement of 4 meetings: a) network organization and its formal/legal constitution (10 partners involved, 5 countries involved, 1 agreement/convention signed); b) shared organizational model of Biolmed regional front offices and BIOL exhibition; c) validation of quality manuals for the organic olive oil production chain; d) validation of the operational model of services centres for the development of local markets.
The knowledge sharing will allow a better enforcement of the regional organic farming policies, with repercussions on the local authorities of the Countries adhering to the Network and on sector operators.

Editing of a catalogue on innovations including the study/census of research results in the field of the organic olive oil production chain and an analysis of the sector problems and innovation needs.
The census will take place by organizing a questionnaire-based survey involving the scientific institutions of 5 countries (Italy, Spain, Greece, Malta and Croatia). Later on, 3 transnational thematic focus groups will be formed to analyse the survey results and identify the research needs in compliance with the Technical Guidelines of the quality manuals (agronomic management; low impact processing; packaging).

In compliance with the Guidelines, 5 small services centres will be created (1 per region) in order to organize and manage GPO and FMs. These 5 services centres, connected through an intranet system, will exchange experiences, gather and share data on the territorial impact of the initiative (number of adhering farms, number of consumers, type and quantity of purchased products, etc.). They will also write a report on the local markets dynamics. (1 on-line consumers’ archive created, local stakeholders contacted, 1 GPO created/region, 3 FMs organized/year/region).
